Header Tags – Order Effect SERPs

I was reading this post on DP and the user asked a question about how the different levels of <h> tags (h1, h2, h3, etc.) have different impacts on the search engine results pages (SERP’s).  That is a tough question.

If I had to answer, I’d probably say the <h1> tag has the biggest overall impact, since it is supposed to be the primary title of the page.  I am curious as to what others think and why.  I can see that h2, and on could have a strong impact because they are supposed to show what it within the h1– basically the keywords of the content, other than the keywords of the title (h1).
